Professora emèrita de Teoria Política al Centre per a l'Estudi de la Democràcia de la Universitat de Westminster, a Londres. Ha ensenyat i investigat a moltes universitats d'Europa, Amèrica del Nord i Amèrica del Sud, i és membre del Col·legi Internacional de Filosofia (CIPH) de París.

És editora de The Gramsci and Marxist (Routledge i Kegan Paul, Londres, 1979), Dimensions of Radical Democracy. Pluralism, Citizenship, Community (Verso, Londres, 1992), Deconstruction and Pragmatism (Routledge, 1996) i The Challenge of Carl Schmitt (Verso, Londres, 1999). Junt amb Ernesto Laclau, va publicar Hegemony and Socialist Strategy. Towards a Radical Democratic Politics (Vers, Londres, 1985). 

A més, és autora de The Return of the Political (Verso, Londres, 1993), The Democratic Paradox (Verso, Londres, 2000) i Agonistics. Thinking the World Politically (Verso, 2013). Amb Íñigo Errejón, és coautora de Podemos. In the name of the People (Lawrence & Wishart, 2016) i For a Left Populism (Verso, 2018).
